Sir Francis Freeling (August 25, 1764 – July 10, 1836), was Secretary of the General Post Office. Born in Bristol he started work in the Bristol Post Office before he got promotion to a post in London in 1785 to develop the postal service. In 1797, he rose to the office of joint Secretary to the Post Office within a year was sole Secretary. During his time he initiated many reforms, including the introduction of local penny posts in large towns, the reorganisation of London’s postal service and the use of steam trains and steamships to replace horse-drawn vehicles and sailing ships. This road was laid out 1849. He lived a few miles away in Belsize Park.
