Lord Alfred Spencer Churchill (April 24, 1824 – September 21, 1893), the British Conservative politician, who built this, and some neighbouring streets in the mid-19thCentury. In 1857, says Gillian Bebbington in London Street Names, Churchill entered into a business partnership with Charles John Chetwynd-Talbot, 19th Earl of Shrewsbury, self-styled Viscount Ingestre, and purchased a large meadow at Kentish Town, adjoining the estate of Chetwynd’s cousin William Lord Dartmouth. Spencer Rise, Churchill Road, Chetwynd Road and Ingestre Road were all laid out on the meadow that same year. Like Chetwynd, Churchill held various commissions in the British Army before embarking upon a career in politics. He was appointed lieutenant in the 83rd (County of Dublin) Regiment of Foot in 1847, and a major in the Oxfordshire Yeomanry in 1857, eventually becoming a Lieutenant colonel in 1860. He served as the MP for Woodstock between 1845 – 1847, and again from 1857 – 1865. He also served as a Justice of the Peace and Deputy Lieutenant for Oxfordshire.
