Ernest Thomas Coote was the two time chairman of Bexley Urban District Council which ran holding the position in 1908 – 1909 and 1917 – 1919. The BUDC which was founded in 1894 was replaced by the Municipal Borough of Bexley in 1937. He lived at Burton Joyce. The road was laid out over agricultural land between the wars.
